I think with noed, since it is a perk that can be cancelled out by doing totems that it doesnt need a rework. If they had your idea and kept it as a hex then it would suck
Noed is fine how it is imo
I love that people complain about no one escapes death for being a second chance killer perk yet almost no one complains about dead hard which is just as much of a second chance perk if not more so

For NOED the token idea makes sense though I'd change it from losing a token on SWING to losing a token on HIT, that way you have more opportunity to get those exposed hits and turn the match around and one survivor can't eat three tokens with Borrowed Time, Dead Hard and then finally going down
Noed should only activate if the killer has 7 hooks or more before the last gen pops and remove the 4% speed boost. this way you will be rewarded for actually doing well.
I think it'd be cool if you had to earn adrenaline by being in chase a certain amount of time, I think it'd make better sense with the name. Or if you had to finish a certain number of gens, or even one gen in the killers terror radius for it to activate

I don’t necessarily think it’s fair to say noed rewards you for playing bad. Because sometimes it’s not your fault a team has a swf or completed their objectives.
Granted I like the noed rework idea because this concept could work with many things like end game things are based on how successful you are during the game. But it’s definitely good how it is also because it forces survivors to play differently at end game and removes so many things that are rude at end game from survivors because they are actually scared.
I would love that noed change 😀

And for NOED i have devour hope style change i thing. To activate NOED you need to do 6 hooks before end game.

That version of noed will just make things easier for toxic survivors to bully you and makes it less fun for us and noed is easyly countred just fraking cleans the totoems
Another idea for a noed rework I think would be for each unique survivor hooked you gain 1 token. The tokens should be consumed whenever you perform an offensive action, the perk is no longer a hex perk.
Survivors should "earn" a dead hard…not just cheese it.

I think NOED only needs to alert the survivors that they are exposed as soon as the last gen is completed and not just be a surprise for the first guy the killer smacks.
I think they should change camaraidere so that if a survivor is near you, entity progression fully stops. This would be a great anti camp perk if they'd change it
I'd say if you want to do that with the NOED then as the game is at the moment I think it should be hits that remove a stack, not swings. Sometimes at the moment the game will just eat your input for a lunge and instead do a quick swing because it "thinks" the survivor is closer.

I don’t agree with that argument that NOED needs a rework because there are a lot of perks that don’t reward skilled play. Unbreakable requires you to get downed to be useful in any way, and even then it relies on the killer slugging you, which is out of your control, to really be helpful, so it doesn’t reward skilled play. Borrowed Time doesn’t reward skilled play because it either needs the killer to be camping, which is out of your control, or it rewards dumb play because you don’t need to wait for a good opportunity to unhook even if the killer wasn’t camping. Decisive Strike doesn’t reward skilled play because it requires you to be hooked to be useful in any way, and even then it relies on the killer tunneling you, something that is out of your control, to be helpful, and you could even argue that it actively rewards unskilled play in some situations because you just didn’t hide and loop well enough after getting unhooked, so you’re downed again, but you still have DS active so despite making poor choices you were given a get out of jail free card even if the killer wasn’t actively tunneling you. Sprint burst, lithe, and balanced landing all don’t really reward skilled play because the conditions for them to activate don’t require you to play skillfully. Now, I don’t think any of these perks necessarily need a nerf, I’m just saying that you can’t apply the “it doesn’t reward skilled play” argument to NOED but not any of the other perks that don’t reward skilled play.
I wouldn’t mind noed as much if it was a notification before someone got hit. Like if the games says the killer has noed as soon as the last gen pops
Keep just the second part of hoarder. You went waaay to far on the exposed and aura reading part. Survivors shouldnt be punished that hard for doing a fun side objective in game.
Should nerf noed just like deciesive strike and make it where noed is a timer insted of it being forever game

When you mentioned adrenaline I was like…. Adrenaline should be able to counter the broken status affect. That way deliverance, adrenaline, decisive, and unbreakable can be used for a clutch end game build.
I get adrenaline is powerful as is but it only can be used at the end of the game so seems fair enough.
Also I loved your NOED rework!!!
Forced penance is actually really good and in fact is one of the most used perk in comp dbd, the reason being is that it negates survivors reseat, so that you will be able to do max 1 bodyblock per surv, it seems little but its actually huge cuz in the long run it enables you to finish a chase and down that guy instead of hitting the bidyblocker multiple times.
Adrenaline should break the broken status on deliverance

NOED is fine, the only change I want to see for NOED, is the exposed status should show once the last gen popped, rather than "surprise MF!"
I like a lot of the changes you suggested although for autodidact you said "if a killer is using perks to make skillchecks harder." No killer in their right mind would be taking a perk that makes skill checks harder, unless you're running a huntress lullaby doctor meme build. Also you said for NOED, you are rewarded for playing badly. You're only speaking half truths. You could play optimally, and get everyone 2nd hooked but all gens are completed and the survivors have med kits with addons. High mmr, as soon as someone gets hit with noed, it's a bone hunt. I think your noed idea is a bit reasonable, but it's not so simple to say, they got a few hooks so they are just bad. Sbmm doesn't work that way. Just look at otz's recent wraith video. He got 2 hooks with 4 gens done with good perks and addons.
This is just anecdotal evidence but from what i've seen, highly skilled players don't even use NOED because it's an endgame perk and a risky one at that and after the PTB, who knows what state hex perks will be in. Your idea is welcome, but I don't see it changing much. It will still be abused at lower mmr, except its usage will vastly fall off as the survivor skill goes up and at that point, killers have figured out it's better to use good reliable perks. The good ole, corrupt, undying, tinkerer, pop, ruin.
For me no mither should be if your in a injured state you can have a sprint burst but you are broken for 1 minute
