Oh my- first off, awesome video! Second, the cool down mechanic was added because his ability is an instadown, cross map mobility ability. Every killer that has either instadown (ghostface, myers, oni, etc) has a grade period where if you outplay it well enough you avoid it. Get rewarded for good gameplay. It prevents the Billy from simply rev-rev-revving it up for 30 seconds around a pallet. You need to actually decide when it's a good time to use it.
