I get the game map is strong for killer, but it has WAY too many godly pallets that have no mindgame. What's the difference between a regular giant map and a small enclosed map with 1.5x the amount of regular pallets? NOTHING
Stalk does have its benefits such as instantly shutting down a chase and survivors not knowing they're 99'd whereas an injured survivor will be more vigil. It counters injury dependent perks such as resilience and dead hard plus if you find an injured survivor being healed by a healthy survivor you can 99 the injured survivor so you can come back to them later after they've healed for the insta-down which shouldn't be long after you hook the one that was healing them. In the endgame it can be a game saver since it can potentially work as a weaker but built-in NOED. I think the real power is stealth mode anyways but stalking can still be useful.
The benefit of stalking that I usually get early game is that sometimes you can get 2 or 3 people stalked at the same time before they're looking out for ghost face. Whether you can hit them all after they scatter is a different story, but sometimes I get lucky and hit one immediately and can turn around and get another. 2 starting hooks is pretty powerful!
Disclaimer: I play at rank 16 so all of that might not be applicable to tru3's gameplay.

Adding sound effects for emphasis turns misses into hits!! It's totally OP!
