Amanda from SAW II-III is already a killer in the game. Looks like they are giving her a new cosmetic finally with the Billy puppet mask. In DBD, cosmetics for licensed characters are hard to get approval of so they were lucky they got one.
Also with how the lore of the world works in DBD in short:
People from reality get transported to a new realm powered by the "Entity" killers are given powers by them but also "nerfing" the supernatural abilities to abide the Entities realm.
