Oni is the best snowball killer. Huntress can only do it if she is using iri heads and even then that is going to be changed when they get around to redoing her addons ( This has been confirmed, that addon is going the way of the dodo. They have also talked about changing Myer's addons as well.. That said it will probably take some time before both of those happen. )
Hillbilly is.. A odd one. Its possible to snowball but its not as good as it used to be at it. Myers is still considered a killer that can snowball but he is on the same tier as Leatherface is on that. ( Assuming Myer's uses T3 that is. Otherwise Myers has no snowball. )
Hag, Trapper, and Plague all three have psydo snowball effects but for the most part they reply on the survivors heavily to enable it for them. Ghostface is somewhere in between those three and Leatherface/Myers. Legion believe it or not does have potential to snowball but it depends on the survivors. Everyone else cant snowball.
