The maps definitely feel like a factor. I find myself resorting to basic attacks with him more than I used to just because it's usually the most consistent way to get hits with the short loops everywhere.
a large amount of wesker's appeal to good players was the massive amount of techs and new stuff that kept coming out that he could do with his power (rebounds, hugs, rebound instas, regular insta hugs, etc.) and no new techs have come out for wesker in nearly a year. veteran weskers are bored of hugging, new weskers struggle mechanically to do fun stuff like hugs, and tunnel brain killers don't have the hinder to rely on for tunnel. perfect recipe for a nearly perfect killer to slowly dwindle.

He def has fallen off simply because there are much better options in terms of killers these days. I mained Wesker since release, still play him, have mastered all his techs but most of them are admittingly just for flashy clips and showing off. You can get the occasional hit you wouldn't with a nice hug tech or a wall slide but most of the time, playing him efficiently is the best thing you can do.
I play a lot of Dracula since he came out and it's really nice to be able to incorporate aspects of Wesker's gameplay into Wolf Form with the added bonus of having Bat mobility and Hellfire zoning. The game around Wesker has changed for sure, with buffs to other killers like Nemesis who is arguably better than Wesker now and killers like Chucky who for awhile was literally a top 5 or 6 killer and now Houndmaster who got overtuned as well although I am yet to play against her more because I've been on the event mode the entire time.
Wesk is still a solid killer, I would keep him in low A tier but there are definitely a lot more contenders these days then there were when he was at his peak.

I hate wesker, but i agree ive seen alot less of him. The main reason i hate is i use to see him all the time and everyone who played him tunnelled, proxy camped, camped a 3 gen from the start, and he was so unfun to go against. His voice lines just made it so much worse to cause they just sound like bming and when the killer is playing with these unfun tactics its like rubbing salt into the wound
being "wholesome" is an instant go next for me and because its likely a refuse to kill survivor hold hostage situation i just tab out for the next 30 minutes

As a wesker main with about 2.5k hours into him id say he has fallen off a bit but i wouldnt quite put him in B tier, probably very bottom A.
wesker has never been great, he's always been alright at best. I've disagreed with the community since his release and was shocked by the things people would say about him. Nothing against him or his design (voice lines may be a bit much, but they're funny), but I always have an easier time looping a wesker than the vast majority of killers in the game.

I've gotten more hate and vitriol from survivors for just picking Wesker than any other killer, perk, or strategy in the game. I don't play him anymore because of that
Ive mained wesker for a while now because he still can be fun but he feels very limited against strong survivors who know how to counter his simple two dash ability and his dash already bumps everything as well and good survivors know how to waste time running anti dash loops and then drop the pallet when I start to m1 he doesn’t need to be overpowered his power never was but I think he needs a little tweak or something that can make him compete with good survivors without needing to do exploits as impressive as they are I notice that even rebounds now are getting dodged he feels very predictable and more frustrating overall still a solid killer just less fun then he used to be
As a Wesker main since day 1 (because I love Resident Evil and Wesker, so no matter how good or bad he would be I had already decided he would be my main) I have to say that he was always overrated (that's the reason they gave him basekit Gloves). There were always tiles where his power is completely useless (either because it's too short or a weird format structure) that forces you to play as a m1 killer. And also today we have much more players who know the counterplay.
The nerfs to his infection only made him not being a monstrous tunneling machine.
To finish there's A LOT of trash in maps that make him lose a dash because his pinky toe hit a 1cm pebble. I foresee that in the near future he'll receive the same treatment Billy got that made him collide way less in those same craps.
There is a lot of L and drag in the DBD community but one thing that’s good recently is that BHVR made an actually great design map. (DnD map is shit any map that has layers is wrong… also it’s on borgo)
Hopefully the “go next meta” runs out. I’ve made it a point that as surv or killer if I see it I hold that person for as long as possible and at the end just say “bro just go next. GG” and leave
He feels fine, not really anything to worry about. Maybe at the really high levels of play, people are dashing around corners at 90 degree angles, but most of the time, they're not. Wesker will always be good because his power is effectively a super lunge with an additional side quest built in. Good chase and built in slowdown will ALWAYS be good.
True for all PVP games = Players hate the characters they lose to… and like the ones they main or win against.

Wesker is nowhere near as strong as he is difficult. He's basically a balanced nurse. The greatest killer design they've made so far imo.
Enormously fun to play but you have to get ready for a lot of inconsistency, terrible maps/loops and difficulty.
Imo map design is the thing hurts most, you can still skinny bert or hug tech and stuff but in maps like eyrie or garden of joy which has kinda maze tiles it sucks to be wesker in those maps.
I think killers that find themselves to be the most played fall into two categories. One they are new and just released, or two they are the strongest-eastiest killer to play. I think for a long time Wesker was that killer, he was relatively strong while also not being very complicated. I think the last 3 released killers each took that spot from him when they released. I expect that when the event ends most games in standard will be against Houndmaster. She is both incredibly strong and incredibly easy to play.
I always enjoy going against Wesker because he's just nearly a powerless Killer. He can use his power for travel, but then it's just a worse version of most other mobility powers. Any time he pulls his dick out in chase, he's delaying his next hit by X seconds.
This is probably why he's fallen off. He's just not very good. I still find him fun, personally, but I imagine being relatively weak is what makes most players not play him anymore.
I don't really think the game has changed around him to make it this way, either? Not sure. What maps have come out, or what maps have changed, since he came out? In regards to the ratio of maps that have stayed the same since his release. It can't be a high amount, right? I think it's just that people learned the weaknesses of his power, and when & how to take advantage of a Wesker whenever he whips it out. I think it's always been this way, but has finally reached the general average populace.

As a long time Wesker enjoyer I do agree. It's been the same experience for me as well.
I’ve felt him feel mid too. New maps/reworks make him feel bad
I believe that Wesker if all his techs were mastered without making mistakes could potentially be A or even S tier but with how complex his buggy mechanics work its too inconsistent to decide.
Personally I think he shouldn't have a cooldown on his power like Nemesis or Demogorgon because him missing his dash is much more punishing than Nemesis missing his tentacle even if they were to have the same cooldown.

I think you're right if you are approaching the question from the view of the average player. For any Wesker main though the nerfs were irrelevant and he actually got a cooldown buff so mechanically he feels better than ever. There are lots of ways to use his power even in the new maps BUT it has an extremely high skill floor. So, overall I agree with your assessment but for those in the top 1% they are eating well right now.
