Surge seems like a better choice over Pop in the first build. You aren't really chaining hits together (apart from the first Frenzy when no-one is Oblivious) and Surge is great for making your downs even more impactful.

The thing I hate about Hysteria on Legion is that the Oblivious effect also gets applied to the Killer—Oblivious Survivors aren't detected by Feral Frenzy since they're not counted as in your Terror Radius.
