Strong game! Maybe Scrourge could be tested to become half of the hooks on the map in a random order? It would still let the killer and survivors try to play around their locations. If Scourge were to become All the hooks, why not just make it a base game mechanic? At this point, it might as well be some kind of base. But so did early Ruin… and we all know what happened with that.

I agree with make scourge every hook(except basement). But I will accept the argument that not being able to pick the most strategic hook like in the middle of your 3 Gen Is a good thing. I'd say make it 10 percent and work on every hook.
I think making scourge perks work on every hook would limit the strength of their effects in the future. Imagine the potential for really cool effects that can be balanced by only working on a few hooks. If they were to take the current two and make them work on every hook (with a nerf to their numbers of course) would be fine though. I just want to see cool scourge perks and if it works on every hook that limits the possibilities.

So your argument for all hooks being scourge hooks when you pick a scourge perk is: "I picked the perk, thus I want to be guaranteed to gain value from it", correct? But I think that is just an entitled argument.
It would be similar to survivors saying "I have been unhooked with BT, you must hit me within those 12 seconds". Or "I have DS thus you are obligated to pick me up within those 60 seconds so I can get value out of my perk" or even "I picked No Mither so you have to slug me so I can recover".
Or for killers, so I don't get accused of being a filthy surv main: "I picked Ruin, you can not destroy my totem (even just for a limited time) because I want value from my perk". "I picked pop so get away from the gen and let me kick it, I earned that". "I picked Blood Warden so open the gates and stop 99ing" All those claims are of the same quality as "I picked a scourge hook perk so I want to get value from every hook".
Conversely, I don't see anyone talking about perks like Monstrous Shrine or Coulrophobia like this and these are perks that absolutely need a buff/rework more than Pain Resonance.
As I previously said, I do think there has to be some improvement to the mechanic, either by adding 1 or 2 more scourge hooks by default, scaling the number of scourge hooks by the amaount of scourge perks you have or by adding an algorithm that distributes them more evenely across the map. But making every hook a scourge hook is too strong and also removes a strategic aspect, like someone in the comments below said. You could have a three gen and use a normal hook between those three gens to strengthen your position or you could go out of your way to hook someone in a less advantageous position but get a strong gen regression.
Your argument of "I played well as killer thus I should get rewarded" is off as well since the hook itself is already a reward by advancing the game towards your win condition and putting pressure on the survivors to rescue. That'd be like if survivors did a gen and asked for a speed buff for a few seconds after completing it.
