two questions for you: What is the worst map for Wesker ? (i believe it's the singularity's map cause the hitboxes on the walls are terrible)

If I had to guess this works the same way normal hug tech work's with blight or Wesker. By using the line of sight to judge if the action can be done. Looking up at the start of the dash tricks the game into not seeing the wall and while you can't pass it because of body collision, your grab hit box won't be stopped by it. As for the frame rate…well tech heavy people know that less frames means less game updates so more ways to break it
I wouldn’t call this a tech more like a collision glitch wesker still as broken as ever needs another kill switch

Also, apparently the flick does work on 90 as well, it's just a lot harder to time. You can also flick down to up instead of up to down, if that works better for you.
