Honestly, the perk being bugged should allow you to re-roll your perks. Similar to not having offerings/addons, or something being disabled. If a perk is bugged to the point it doesn't work, it's basically not even there.

A little bit of trivia about DC's, there are two DC icons, one with blood and one without. The one with blood means that the survivor DC'd on their own, the one without blood means that they DC'd due to outside influences like lag.
