I would think it might have to do with the keyboard setting? If it's in french-mode, it might be using the alt-code, but if it's in english-mode, it could be the regular apostrophe. The french use a lot of different types of apostrophes after all.
This is what happens when you have those evil Canadian keyboard settings installed. You get some weird characters sneaking in when you accidentally switch to French mode.
Total BHVR moment here. You would assume a game company be meticulous about that sort of things. Even if two characters look alike, not differentiating them could cause issues in the code. This is something that would surprise me from another company but since it's from BHVR I'm like "lol of fucking course they would make that mistake".

Prolly no consistant pattern because they are a team and it's not always the same person naming those in the game.

The thing is though, ' and ’ should be interchangeable (since unicode 2.1), so clearly DbD devs fucked something up on top of someone having a weird keyboard
Sounds like they were copy pasting information from different sources, and sometimes it would be raw text and other times it would preserve the formatting, depending on what the source of the copy was.
