I don't think this is the best build. I have been having a lot of success with this build: Pain res, pop, call of brine, and tinkerer

I think people greatly underestimate sadako. I have been playing her nonstop and I think her stealth and map pressure can make up for her lack of chase. She is a very hard killer to learn but if mastered can be very oppressive.
