RPD totem spawn at the end of the balcony outside of the library, trapper could set 4+ traps for survivors to disarm to get his totem. That was harder than Demo whistle, but it's a random chance.

The only other killer I've seen that is capable of a build similar to this are the twins. I don't remember exactly what perks are used, but you essentially park victor next to your totem and anytime they come near Victor, the heartbeat goes off. I don't remember who did the build, but it's very similar to this. This build with the demogorgon is much more reliable and consistent though.
