Unfortunately cheating/ hacking issues will never be solved in any game. Companies would have to put in a lot of money and a whole new department to keep up with cheaters. No company would do that, especially when they can use that money to make themselves richer because they know people will continue to play the game even with cheaters.

You can still report cross-platform cheaters it just requires a fuck ton more steps to do. I've complained to bhvr before about how time consuming it is but they just don't seem to care.
Long story short you have to click the stupid report function post match, go to the website and file the cheater report that way including video evidence and it'll still take weeks on average for them to do anything.

I'm surprised by the number of cheaters in this game, there's even a dedicated page to hack this game, I got banned from dbd because I used a cheat to recover my perks and addons that I had in my other account / platform since the crap of bhvr can't put a crossprogression, even fall guys has that simple option but these developers don't care about anything, I ended up banned and disgusted with bhvr one wants to recover their stuff from another platform and can't, I had to resort to this but I ended up banned for doing something so innocent and these people who abuse hacks are still there calmly, I can't believe you can't transfer your things from windows store to steam or xbox, can you imagine the number of hours I invested in another platform and I have to buy everything again, upload everything to at least compete against surv in this unbalanced game, I'm sorry bhvr but it's good that I was betared so I spend my time in other games having fun, I see these vi Give us only for you, for how you play, but seriously you should rest for a while from this mediocre game.

I wonder how many games I've lost to subtle cheaters without realising. Usually if someone gets up I just assume it's unbreakable and don't even bother paying attention to whether they actually had unbreakable after the game ends.
