I don't foresee Hannibal being a killer in DBD. He as a character doesn't mesh well with the gameplay.
I do however, see Jack Nicholson's depiction of Jack Torrance from The Shining as a killer possibility.
He's an insane axe murderer, and it doesn't need to be much more than that.
Concept for his kit and perks.
The Madman (Jack Torrance, The Shining Chapter)
Map: Overlook Hotel.
A map variant to the Mount Ormon Resort, this map has a very large main building with two floors that includes the hotel lobby, and the second story with a couple rooms that can be entered. The main building would be placed at one edge of the map, and the rest of the map would be a a mix of open space and the hedge maze acting as several variable tiles linked together.
Weapon: Fire Ax.
Special Ability: Torment.
The Madman suffers from horrible visions and is haunted by specters only he can see, brought on by his own tormented mind.
The longer The Madman goes without injuring Survivors, the worse his Torment gets. He must constantly quench his bloodthirst to stay calm and be capable of differentiating what is real and what isn't.
Torment explained:
Torment builds up over time when Jack is not chasing Survivors, pauses when he is chasing Survivors, and decreases whenever he injures Survivors. When at maximum Torment, the next time he would begin chase with a Survivor he will have increased vault speed, destroy doors and generators faster, and he begins the chase with a stack of Bloodlust that cannot be removed until the chase ends one way or another (including stuns). When injuring a Survivor while at maximum Torment, his Torment will be resolved and reset to 0.
As his Torment increases, The Madman will begin to hear and see things that aren't actually there, and it only gets worse the closer he is to maximum Torment.
(Note that the "permanent stack of bloodlust" supersedes Rapid Brutality's bloodlust limiter, and the stack will automatically activate Beast of Prey to hide his red stain.)
Examples of illusions brought on by Torment:
An illusion of a Survivor will jump into a nearby empty locker.
Ghostly apparitions will appear to haunt him. (Not in the form of Survivors)
Illusory dropped pallets where destroyed pallets actually are.
Dull totems may appear to have been blessed by a Boon.
The sound of a Survivor falling from a high place.
Sporadic whispers he cannot comprehend.
Momentary visions of blood. Blood everywhere.
It's not all bad though. After Jack quells his Torment, his mind becomes calm and collected allowing him to focus on the task at hand. For the next 20 seconds after completely resetting his Torment to 0, his attacks will inflict deep wound to Survivors. During that time he will not gain any further Torment, and scratch marks become much clearer as well as appearing closer together for him (old Predator effect).
Perks:
Here's Johnny!
Destroy breakable walls and dropped pallets 25% slower.
After destroying a breakable wall or dropped pallet, Survivors within 32 meters will scream, revealing their location to the killer and be hindered by 10% for the next 6 seconds.
Once activated, this perk will go on a 25 second cooldown.
Writer's Block
There's too many distractions. You can't even think straight anymore!
If the same Survivor makes two loud noise notifications within 10 seconds of one another, they will be exposed for 45 seconds and their aura will be revealed to you for 6 seconds.
This perk can only apply to the same Survivor once every 60 seconds, but does not have a direct cooldown and can occur to multiple different Survivors simultaneously.
A loud noise notification is only counted for the perk if the Killer is far away enough to receive a visual indicator
Binding Contract
"…I have signed a letter of agreement– a contract!"
You are bound by the Entity to fulfil your duties to it as per your contract.
At the start of the trial, one Survivor will become your Obsession.
When you kill your Obsession by any means, another living Survivor will become your Obsession and you will gain 1 stack of Contract Fulfilment.
For every stack of Contract Fulfilment, permanently gain 15% missed attack recovery time, open lockers 15% faster, and pick survivors up 15% faster.
You cannot switch Obsessions by other means while using Binding Contract. This may limit the usage of other perks.

My main issue is that while yes Hannibal is a horrifying character and very iconic he doesn't really have a solid "power" and isn't much of a slasher.
I don't think he fits DBD specifically, he would just be a killer that looks like Hannibal

I would love for Hannibal to come in but I'm also not sure how it would work. Like someone else here said, he's very methodical in the books and movies, but I do know that at points he can be brutal, like in the escape in Silence of the Lambs. I would love to see where this would go though either way.
And in addition, Fatal Frame??? Another weird but welcome choice imo

Anthony Hopkins was not the only person to play Hannibal in movies, Brian Cox played him first in Man Hunter.
Also Bryan Fuller is mostly a tv writer, not a movie producer. He created and show ran the Hannibal TV show, which aired on NBC, which is owned by Universal.
Also just because Universal was involved in that video game/movie release, and produced the show, that doesn’t necessarily mean they have any ownership over the character. Rights stuff is really complicated, Universal might have had the rights to make a game based off of their movie adaptation, not necessarily the entirety of the video game rights.
Fuller was specifically talking about continuing the story of his tv show, which was an adaptation of Red Dragon and elements of the book Hannibal.

I think a New Killer like The Thing or Predator could fit good into Dbd, Hannibal is nice yes but i dont really see him as a Killer that fits into the Game

Manhunter actually had a different actor for Hannibal

I don't believe Dr. Lecter will be appearing in DBD. Lore wise and gameplay wise, it would be very difficult to implement if they want to do the character justice like they have done with all their previous licenses. Nothing is impossible (Look at Chucky and how everyone thought it would never happen) but Hannibal Lecter would not just go around slashing survivors and putting them on hooks like the rest of the killer roster.
