Yeah the issue isn't the 3 second delay but the fact it red flags itself to all survivors it is in effect with it's hex level notification
It’s literally a worse inconsistent version of iri button. Thought it would b good on legion but it’s not. Just another medi perk. Kinda how we all thought new blood favour would be great on legion.

Legion Fact: When Survivors are locking lockers against Dredge, you can attempt to predict what locker they'll lock next, tp to it and abduct the Survivor. If a Survivor attempts to lock a locker you're in/tping to, you'll "Abduct" them and instantly down them.

I've started using Hex: Blood Favor on Legion and it's actually pretty good.
Saves me from getting slammed by a pallet when trying to get frenzy hits.
It should either have no cd, or not alert the survivor its active
RE: the point about a ban system taking away options, increasing variety is sort of the point of a ban system. Right now, because there are a handful of perks that are ultra-viable compared to everything else, you actually see a huge reduction in the number of real options. Pending a balance of those perks to make them less of a "pick these or lose to someone who did" option, the only way to actually increase the number of viable builds (and thus options for building) is to ban them.
The perk has the same issue that Dead Man's Switch had when it released, it tells the survivors when they are under its effects before the effect has even happened. Remove that and make it where the icon only appears for survivors who have caused the effect to happen, and suddenly it'll get a bit better

Dissolution is really good on killers who can force survivors to stay at a pallet. Usually this means killers who can injure someone and not lose much distance, so Clown, Plague, Artist, Huntress, and Trickster come to mind.
IMO they should remove the initial activation buffer timer, indicator for survivors (come on its super situational, and dead hard, a perk that works against everything has no indicator for someone having it) and it should remain active permanently until it breaks a pallet. I think that’d bring it up to a useful anti loop perk but it’d still be situational and not op, and much like spirit fury, once they know you have it they can just play around it (hold w to next loop in this case when on other side of pallet). 9 times out of 10, as an m1 killer, the next pallet or loop is close enough to the survivor that taking that one pallet out doesn’t even matter, without even factoring in perks like dead hard, lithe. I mean even getting spirit fury enduring to proc together when a survivor is already injured, doesn’t even guarantee a down on some maps as there’s a pallet within 6 feet of the last one.
Remove the terror radius condition, increase the time to 30 seconds, remove the 3 second condition after hitting a survivor instead make it activate instantly and remove the debuff icon letting the survivor know you have the perk, boom, decent perk.
I don't understand why they didn't just go "Upon hitting a survivor with a basic weapon attack, the next pallet the survivor fast vaults within 30 seconds is instantly broken. Only one survivor may be affected by this perk at a time." Seriously, what is it with BVHR and all their weirdly and bizarrely specific conditions for perks to activate?
The only thing dissolution has proven is that survivors don't even need pallets to run killers around for 10 minutes.
What I'd like is
1 a realm lockout system so you can't naturally go to the same realm twice in a row. There are reasons I completely forget about because I'll go 50 games without seeing them as I get 12 MacMillan games in a row.
2 a mode where you can't use any of the same perks twice in a row. Maybe if you use a perk, you can't use a perk for the next four games or something. Not banning a specific perk, but encouraging people to use different perks and try to make builds with what they have

On top of everything else, I'm pretty sure it's bugged rn. I literally had it active while chasing a survivor and they vaulted a pallet and it didn't break. Wasn't undetectable, the perk wasn't about to run out, and it wasn't a slow vault. The perk just straight up didn't work.
