You dont get it Tru3, any perk that helps the killer is unhealty, you are only allowed to use gimmicky useless crap and play for the heck of it because losing is fun! for the survivors at least and that's what truly matters.

Your right after the 4 fresh hooks there is no incentive anymore. Then essentially everyone is tunneled after the 4 fresh hooks. Because after number 4 the fresh hooks would have to start over at 1, or start over at the first hook regardless of what number they are in Hud.
One minor thing: you can reward the killer without regressing gens; information or chase benefits would also be viable, even some sort of overland mobility. Both those all are just trickier to balance to a level I don't think it's worth it to make them hook rewards.
