I just can't find Doctor intimidating to go against due to his slow speed and just how long it takes him to down people. He constantly lets you know where he is on the map with him making the other survivors scream so you can often Shift W away from him before he even spots you and with two hits plus DH just for a single down I feel its pretty easy to run him each chase if you just safe pallet drop to counter his anti loop shocks. Can't remember the last time I went against one in solo that got a 4k.
Surge could be global and affect all gens in the maps and it would still be decent at best. Make that with no cooldown and it’s a good perk over Pop… maybe.
