Ehh I don't think Legion is the worst killer in the game. He certainly isn't top tier but Clown and Deathslinger seem worse. I'd take map control and easy wounds over their anti-loop. Deathslinger is just painful to play after the ADS nerf. He was not OP before the nerf but he was at least fun. Now I dread playing him for dailies.
