  9. If you are going for Condemned only then. No you need perks sadly. Them doing tapes constantly is not enough of a slowdown on its own to allow you to condemn kill them. I do also feel she is underrated but so is a lot of stuff in the game. ( There are also a lot of things that are overrated but once again you know… )

    Its like the original Freddy. He was very much underrated by a lot of people. The very few of us who mained him at high level scared the hell out of people with him. Most people ( You where one of them ) just kept trying to play him like other killers and it was the worst way to go about it. ( Back then you also had this horrible thing where you used one specific build for everyone no matter what and that also caused you problems.. Its one of those things I am glad you eventually broke out of. I mean I get it. Once you get used to specific perks it gets difficult wanting to use others but not all perks work well on all killers. )
