Of course it is. BHVR nerfed it because it was too good on Plague and Legion. But their changes made it nearly the same power level on Plague and only a little nerfed on Legion. Regular killers can't even achieve the 4x injure 90% of the time, rofl.

I'm pretty sure by now that the Devs responsible for game design are just not that smart. I mean they keep nerfing EVERY viable alternative to tunneling. Tunneling isn't "mean", it's not "unfair", it's just obviously the most reasonable thing to do. It's simple logic: If you hook 3 different people, you gained absolutely NOTHING. But if you hook the same person 3 times, you just slowed down the enemy team by 25% for the rest of the match. Thana could have given you another approach, but what happens? Nerfed into the ground.
Extremely disgusting killer
I just don't get the mentality of the devs. The old Thana actually incentivized killers to go after multiple survivors, rather than just focus on one and tunnel them down. Now it's not even worth using for over 90% of the killers in the game. They claim to be against tunneling/camping, but then they absolutely destroy perks that promote strategies that revolve around going for loads of chases and not on tunneling. It makes no sense whatsoever.
