These cheaters keep doing this because they are allowed to get away with it. I caught a cheater red-handed while recording, submitted it to behavr and they literally responded. "These types of claims take a long time to verify, do you wish to proceed to report x player?" That was the email. They were flying, going underground and doing gens from the exit gate. Like full hard evidence. This was over a month ago and I still have yet to get the verification email that there was any disciplinary action taken like they normally do.
