His main gimmick should be that he picks up a survivor with his hook hand, counting it as a hook state and when he puts them on an actual hook, it just continues the progress when you had them on your hook hand.
Also, although this is not as well known, it'd be sick if you could do The Fisherman from I Know What You Did Last Summer. (I can picture him rivaling Oni for size.)
