I would add one or two new common perks for killer for sure. The common killer perks are pretty not good.

Add 6 new universal perks, 3 for killer, 3 for survivor, to fix the gap that adding back the stranger thing dlc caused. At least 1 or 2 gen regression
I see each chapter as an added dlc and less as a pay to win. Though i can definetley agree some chapters you pay for will benifit you far better than others. You can argue that all killers need to be practiced a decent amount before getting to an OP standpoint making it seem less like paying to win is a viable argument when there are very bad nurses and blights that exist.
your ideia is wrong, why any people start to play dbd and not think in unlock good perks or play with a character with good perks but the the 2 good perks of xenomorph, STBFL, deadlock is the best licensied perks from de the game, but not the best perk of the game at all

DBD is FAAAARR more of a play to win, because if you're just starting….have fun getting all the other perks and choosing who to level when!
