I would argue the Hillbilly nerf was substantial for the simple reason that I don't see him being played as often as I used to. He's still one of the best.
One could argue that the build you're running is able to slow down the game enough that you don't really need Billy's speed apply a lot of pressure on the gens. So his drop in popularity may not just be about his nerf.

That build is almost good enough to bring me out of retirement. It would be really cool to find some Non- Copywrite covers and invite ol' Billy and Cooter over for a piggy hunt
