According to the lore, the Dredge is LITERAL Nightmare Fuel.
It's an "Egregore" (also sometimes called a Tulpa, or Thoughtform) a psychically manifested being that didn't exist in the real world (prior to its manifestation, at least), and was instead summoned into the world via the collective thoughts of a large group of people. The term Egregore even refers to this, because it comes from the French égrégore (which in turn comes from the Greek egrēgoros) meaning "Wakeful," hinting at it's association with different states of consciousness.
An even more apt name would be "Ex Nihilo," from the Latin phrase "Out Of/ From Nothing."
The reason it looks so warped is because that is how your mind, mainly your fear, makes you PERCEIVE it.
It's essentially DBD's equivalent of the Bogeyman, a figure associated with the primal fear of the dark, the unknown, and the horrors that lurk within it, as well as the fear that you are never safe, ANYWHERE, by making you fear the one place (Lockers) you thought you were safe in, like how most people who live by themselves fear the sound of a door creaking open in their house late at night, or someone walking home at dusk from work thinks they hear footsteps behind them in the shadows.

TL;DR: this Killer was made to eradicate those 'Dweets' who spend all match cowering in the Lockers while their friends actually do stuff.
