I think the devs enjoy the clicking. They made comments about t bagging being enjoyable when they reworked the animations, so it's not a far stretch to think they'd like to annoy people with flashlights.

About the clicking, what if each click used a % of the flashlight (not sure how it would scale with batteries, maybe just a fixed fraction of a charge unaffected by efficiency perks/addons). Does nothing to people using it normally, but drains it faster for the people who macro it to click 10 times a second.
I wonder if a Stamina system would be fair or unfair…
