The way i understand it regarding no cross progression is: the console's company (Microsoft, Sony, Nintendo etc) receive a cut of all purchases made on games on that console. Which includes things like DLC and auric cell purchases so cross progression is more held back by the companies not wanting to miss out on the income from players buying all their DLC and auric cells on PC or another console then taking all that to their console. I might be wrong but that was how I saw it explained
