I think every perk should be at least decent. Otzdarva usually ranks perks with a 1-5 star rating to kinda put it in perpective. Imo all perks should be in that 3-4 star area. They are good at what they do but don't completely shift the game in your favour.
I agree somewhat but also don't. I like how perks can change up the game, for example sprint burst: this perk makes any place not safe safe since you can run a condersable amount. Now I don't think perks should be op but the whole point is they can either change the way you play such as deliverance where you don't want to get caught first or provide a benefit to you. Now some perks are plain out op and are just dumb such as old DS and when op perks like that happen we need to fix it fast. I think you would like the perk system in Vhs even tho it's a dead game there are many ways that the perk system there is better. when I played Vhs using perks didn't feel like much like if I played without any perks vs If I did and the game felt exactly the same. I do think 90% of the perks should be like this but the game is stale already and having 10% of the perks that change the game up a bit is cool. You're not wrong tho some perks are just dumb while others are pointless. have you seen anyone use buckle up? yeah see I think the devs should do what they did this last mid chapter but with all the useless perks such as buckle up, self-presvation, slippery meat. these perk either got outdated by better ones or the effects are too weak to mean anything/ too nishe. if they wanted to for perks like buckle up is to make a better main effect and have the current effect as a side effect so it's a nice bonus even if it;s not great while having something good. a good example of this is calm spirt, even tho it;s effect isn't great it has other little effect along side it.
by your definition Hyperfocus is actually a good *perk*, it rewards you for hitting great skillchecks, so you get a bonus for doing your objective well 😀
I think perk rebalance should come second after Killer rebalance. Nurse bottlenecks a lot of perks, 4-Slowdown Blight is ridiculous, Hag with Make Your Choice is still a thing… If we could bridge the gap between Killers, it'd make things easier to balance perks around them. Of course, perks shouldn't win you games.
also, I like perks that synergize well with other perks, items, add-ons, even maps. Lethal Pursuer, for example
I'm fine with strong perks but every perk needs to be worthwhile to use if that's the case. Perks like de ja vu need to be reworked.

To me perks should just not be useful every game but not complete worthless every game. Like you said desperate is a great example some games you don't even have everyone injured to get it's full benefit but still useful if you do. For killer I think some like I'm all ears is a good example
The game has too many perks. That's all I can really say. Certain perk make me extremely annoyed like Fearmonger and Eruption. They do way too much for basically no requirements outside of playing the game. Starstruck also, no skill to use, no thought behind it.
